Public Policy

Tom Byrnes has worked with numerous officials from various municipalities, public policy interest groups and community organizations to advance public policy and community initiatives, as well as to establish, support, stop or overturn local government actions supported or opposed by organized citizen groups.

Tom worked with Friends of the Rappahannock (VA) and created advertising to grow support and help establish a permanent river conservation easement of over 4,200 acres and 32 miles of riverside lands now co-held by the Nature Conservancy (read more).

Tom also led the successful campaign to expand the Virginia Railway Express (VRE) commuter rail service from Washington, DC to Spotsylvania, VA (see relevant case study in SUCCESSES); and he provided marketing and branding services in the successful campaign with the Coalition to Preserve the Chancellorsville, VA Civil War Battlefield to prevent a residential development from proceeding on this hallowed ground, which led to and resulted in new residential development policies in the county.

When Stafford and Spotsylvania Counties (VA) become the fastest growing localities in the United States, there was an ensuing explosion of suburban sprawl from 2000 to 2007. Tom was retained to advise a citizen coalition in Spotsylvania and assist them in organizing as a political action committee (PAC). The PAC advocated for “managed growth” public policies and campaigned successfully to establish a supportive majority on the county board of supervisors. The citizen PAC won 8 of 10 election victories in their first two endorsement campaigns. Numerous growth-related policies were enacted by the local board of supervisors as a result.
