Marketing is the tactics employed to communicate a strategy or achieve an objective, to include advertising, public relations and messaging components of campaigns and initiatives.


In the case of any major economic development undertaking, other business initiative or campaign, for example, a marketing plan begins with ascertaining what needs to be articulated or communicated to achieve the objective, and then implementing it in the most effective way possible.


Tom has a long and successful record of success in advancing complicated public policy initiatives, infrastructure- and transportation-related projects by municipalities and, in particular, commercial real estate developments.


Tom is an expert in the key facets of public, business and candidate campaigns, from message development to marketing across the spectrum of political and public influence.


Promotional and advertising work created by Tom, and included in the variety of successful marketing campaigns managed by him, have appeared in numerous localities, social media platforms, print publications and television markets.


In addition to leading the marketing campaign for the City of Richmond’s tax amnesty initiatives referenced on the EXPERTISE page of this website, and featured as a case study on the SUCCESSES page, Tom led the marketing initiative to promote the unveiling of the historic Maggie L.
