Tom Byrnes currently works for Richmond, VA Mayor Levar M. Stoney, and in his consulting business, he worked with city managers, county administrators, local law enforcement leaders, municipal economic development professionals and elected officials to affect public policy and accomplish local government-led initiatives.
Tom worked together with numerous Spotsylvania County officials, for example, while leading and managing the successful campaign to expand the Virginia Railway Express (VRE) commuter rail service from Washington, DC to Spotsylvania County, VA (an initiative then called “impossible” but advocated for by numerous public interest groups — read more). Without question, Tom has a wealth of expert knowledge about how jurisdictional governments work, particularly in Virginia.
Tom also worked with localities on behalf of former clients to help establish public-private partnerships to fulfill municipal infrastructure needs (see relevant case study in SUCCESSES and referenced at left). Various localities and numerous local government leaders have consulted with Tom in efforts to build the public and political support needed to accomplish or fulfill challenging or controversial goals.
